The permit, which lists 1982 Avenue of the Stars as the address of the building, is to “provide labor, material and/or electrical for construction.”

This is a fairly general description and Disney has not yet confirmed if the work that is being done on the Refreshment port is extensive — it could be anything from minor repairs to an entire re-design as part of EPCOT’s extensive reimagining.
The Refreshment Port features this official description on the Disney website:
Take a break from traveling the globe to enjoy a variety of treats—savory and sweet! Sink your teeth into one of the specialty poutines or indulge in a tasty soft-serve ice cream. Refreshing beverages are also available.
