Permits say it’s a new interactive wand element named Dueling Dummies.
According to Alicia and a new permit she discovered, the new tent location in front of the Hogwarts Castle inside Hogsmeade Village will be a new “dueling” experience called Dueling Dummies. Alicia was able to provide further details on the permit given above, allowing for more information to pour out on what guests can expect sometime soon at this mystery location:
And yes this particular permit doesn’t mention wands, but the project number is used on other permits that do describe interactive window enhancements for other areas of both Wizarding World lands. More info: https://t.co/csPZdor2dq pic.twitter.com/lgZmwU9wiY

And yes this particular permit doesn’t mention wands, but the project number is used on other permits that do describe interactive window enhancements for other areas of both Wizarding World lands.
As reported from Inside The Magic some time ago, new enhancements and additions are coming soon to The Wizarding World of Harry Potter at Universal Orlando Resort, including Universal Studios and Islands of Adventure.
These locations are set to add more wand locations to the already 40 different spots, and guests can use your interactive wands to cast spells from films and books. The locations now have been reported to be complicated, even for children learning and understanding how to use them, prompting Universal to make these enhancements.

On the Orlando Park Stop website, you can also read about these permits and more as the theme parks prepare to change things up to make it easier for families and guests to use their rather expensive interactive wands to cast those excellent spells across Diagon Alley and Hogsmeade Village.
With the above tent going up, it confirms these permits further, giving way to cementing these wand experiences being updated and allowing for more locations to open across both parks for folks to use the wands they can purchase at Ollivanders or Wands by Gregorovitch (among other places).
