It really depends, does the park offer items that would meet the dietary needs? If so, then they are not obligated in any way to allow any outside food or drink in.
As for the family in question, the website does outline the outside food and drink policy, which honestly is quite absurd considering they don’t seem to accommodate any needs and people will need more to eat than that, but it is their policy and the family should have seen that and decided to go elsewhere.
