I just got off the Disney Dream where this incident occurred. Disney was just following international maritime law and reporting any object in the water near shipping lanes. The person in the craft was a 29 year old Cuban National. Unfortunately for him Disney was compelled to call the Cuban coast guard as we could see Havana from our ship. As the child of Cuban exiles this is the direct result of a cartel that has run the country for decades.
