Not quite–They had FOUR ideas for Phase IV they threw at the wall, and only two of them worked:
Multiverse reboots (WandaVision, Spiderman: NWH, Doc 2), and Teen/Female A-Force.

As for “New X-Men replacement team”, Chloe Zhao quickly made a dog’s-breakfast out of “The Eternals” (seeing as an X-rival was now obsolete at Disney, with the purchase of Fox), and Shang-Chi…they’re still bluffing with for the moment, even though the Chinese STILL can’t quite get their state-approved minds around the concept of “superheroes”.
At least MCU’s toned down the “Marvel’s newest Avenger!” hype that no one was buying.

Unfortunately, they still have Phase IV.2 to work out, with teen/female replacements to the big names:
Cassie Lang may be taking her dad’s suit in “Ant-Man: Quantumania” to become Stature, Lady Thor just showed up in “Thor: Love & Thunder” without explanation, Kamala Khan is still getting her big push in “Ms. Marvel”, and a second season of WandaVision may tell us how Wanda’s alternate kids also became teen heroes–
    It’s not over yet…
