So now more people will wear inappropriate clothing just to be given something free. Great. How about just denying them admission into the park or asking them to leave if they arrive with a shirt on top and then take it off? I work as a CM in Epcot and I’ve seen some pretty revealing outfits that no one ever seems bothered about.
If WDW would simply deny entry to these women, they wouldn’t be nearly as “famous” as they are now and Disney wouldn’t be facing a potential HUGE loss in merchandise from copycats!

Got to agree with everyone else. If the ‘guest’ cannot adhere to obvious dresscode then deny them entry. Purchase of ticket is contract. You are purchasing it with the knowledge that certain behaviors and modes of dress are the rule. Just cause you’re some skanky little twit does not grant you privilege to ignore this.
