You may be thinking of the wrong Ragnarok. Yes, in the original Civil War comic Ragnarok was the Thor android/clone that Tony built (didn’t go very well by the way) but it’s also the mythical Norse end-of-the-world, which IMO is more relevant.
They’ve been going for more “contemporary” print-comic storylines to catch up with the solo third movies, so the clone Ragnarok would also help fit in with why Thor’s been missing since the end of AoU.
He’s a bit beyond movie-Stark’s technology, but not beyond a few certain scheming Asgardians’…
