Universal Orlando’s Epic Universe may still feel brand-new to guests walking through the gates for the first time, but behind the scenes, the park is already building a reputation for something most visitors probably never think about during a vacation: aggressive shoplifting enforcement.

And according to a newly reported incident, even a relatively small merchandise theft can quickly spiral into a major situation inside the new park.

The latest case involved merchandise reportedly valued at around $24. That number might not sound especially serious on paper, but the response from Universal’s security teams and local law enforcement tells a much bigger story about how the resort plans to handle theft moving forward.

A Small Theft That Turned Into a Parkwide Pursuit

According to the report, the incident happened on May 5 at Epic Universe after Universal loss prevention officers allegedly observed a guest removing merchandise from a store display and passing all points of sale without paying.

At first, the situation reportedly seemed fairly controlled.

Loss prevention personnel approached the guest and escorted them toward the park’s loss prevention office while beginning their investigation. Reports indicate the suspect initially cooperated with Universal employees during the process. But things quickly changed once the investigation continued.

Before Universal personnel could finish what was described as the civil recovery process, the suspect allegedly fled the area.

That’s when the situation escalated dramatically.

Deputies assigned to off-duty security operations inside Epic Universe were reportedly alerted immediately, leading to a foot pursuit that moved through multiple sections of the park. According to the report, the chase traveled through areas including Isle of Berk and Celestial Park before authorities eventually stopped the suspect.

Investigators stated the suspect allegedly resisted being taken into custody, which reportedly led deputies to perform a takedown before additional officers arrived to help. The suspect was ultimately arrested on charges including petit theft and resisting an officer without violence.

For guests visiting Epic Universe during its huge opening year, it’s another reminder that Universal’s security presence is much heavier than many people may realize.

Epic Universe Is Under A Different Level of Pressure

Part of what makes this story stand out is the timing.

Epic Universe is still in its early operational phase, and Universal Orlando clearly understands that every guest experience matters right now. The resort spent years and billions of dollars building the park, and expectations remain incredibly high as families continue traveling from all over the world to experience it.

That also means Universal likely wants very little tolerance for anything that could create problems inside the park, whether that involves operational disruptions, guest behavior, or theft.

Unlike some smaller incidents that may quietly disappear at other entertainment venues, Epic Universe appears to be taking a very direct approach. The report specifically described a growing coordination between Universal’s loss prevention teams and Orange County Sheriff’s Office deputies stationed at the resort.

And honestly, that probably does not surprise many longtime theme park fans.

Epic Universe has been drawing massive crowds since opening. Between SUPER NINTENDO WORLD, Isle of Berk, Dark Universe, Celestial Park, and The Wizarding World of Harry Potter – Ministry of Magic, the park has become one of the busiest new attractions in the country almost immediately.

Large crowds naturally create more opportunities for theft, especially inside heavily packed merchandise locations where guests are buying collectibles, wands, popcorn buckets, apparel, and limited-edition items throughout the day.

Universal clearly appears determined to shut those situations down quickly.

Universal’s Security Presence Feels Much More Visible

One interesting detail from the report involves how visible the law enforcement operation reportedly is inside the resort itself.

According to the arrest report, deputies assigned to the off-duty detail were reportedly working in full Orange County Sheriff’s Office uniforms while also utilizing marked patrol vehicles during operations at the park.

That creates a much different atmosphere compared to what many guests may expect during a theme park vacation.

Most visitors focus on rides, entertainment, restaurants, and attractions while barely noticing security operations happening around them. But Epic Universe seems to have built a far more integrated system involving both private security teams and active law enforcement support.

The report also noted that deputies working those off-duty assignments may still exercise full law enforcement authority while assisting with crowd control, property protection, and enforcement of Florida law.

In other words, these are not simply security guards watching from a distance.

If situations escalate, arrests can happen quickly.

The Dollar Amount Almost Doesn’t Matter

What may surprise some people most about this case is the relatively low value of the allegedly stolen merchandise.

The report stated the items were valued at approximately $24.

At many places, people might assume a low-dollar theft would simply lead to removal from the property or a warning. But Universal continuing to pursue criminal charges in cases involving smaller merchandise values sends a very clear message.

The resort does not appear interested in setting unofficial “acceptable” theft thresholds.

That matters because theme parks are essentially giant retail operations in addition to being entertainment destinations. Epic Universe alone contains an enormous amount of exclusive merchandise that guests cannot buy anywhere else. Once parks begin allowing smaller thefts to slide, the problem can grow extremely quickly.

And while social media often focuses on ride breakdowns, wait times, or entertainment offerings, theme parks also spend huge amounts of money on loss prevention every year.

This latest arrest shows Universal is treating that issue seriously from day one at Epic Universe.

Guests Are Watching These Stories More Closely Now

Another reason stories like this continue gaining traction is because theme park guests now pay much closer attention to security incidents than they did years ago.

Social media has changed everything.

The second something unusual happens inside a park, videos, photos, or reports can spread online almost instantly. Guests want to know whether parks feel safe, how security responds to incidents, and whether resorts appear prepared for major crowd situations.

That is especially true at a brand-new destination like Epic Universe, where people are still learning how operations work.

Universal likely understands that perception matters just as much as enforcement itself.

A visible response to theft incidents may help reassure many guests that the resort is actively monitoring the park and taking problems seriously. At the same time, incidents involving foot pursuits and arrests inside crowded theme park environments also attract significant attention online.

Either way, Universal’s approach is becoming increasingly clear.

Epic Universe’s Opening Period Continues To Bring Growing Pains

To be fair, most guests visiting Epic Universe will never encounter anything remotely like this.

The overwhelming majority of visitors simply spend their day riding attractions, eating themed snacks, shopping for souvenirs, and exploring the new lands Universal spent years creating.

But opening periods for massive new parks often come with challenges behind the scenes.

Crowd management, operational pressure, security coordination, and guest behavior all become amplified once attendance reaches extreme levels. Epic Universe has already dealt with heavy demand, long waits, virtual line systems, and operational adjustments during its early months.

Now, stories involving arrests and aggressive theft enforcement are becoming part of that broader conversation too.

And if this latest report proves anything, it’s that Universal Orlando has no plans to take a relaxed approach when it comes to shoplifting inside Epic Universe — even when the merchandise involved is reportedly worth less than the cost of a quick-service meal inside the park.
