As a former Universal server, I wasn’t told foreign IDs had to be passports. Hotel bartenders and servers may wear Universal name tags, but they are employed by Loews. They may have different training and policies than inside the parks and CityWalk restaurants. There are also a few CityWalk restaurants that are not operated by Universal despite the employees wearing Universal name tags.

I do not speak for Universal or its affiliated companies.
