You pay for entry, but you only get to “standby” for rides unless you pay significantly extra. Adding capacity hinders their ability to sell you those rides. They want the parks overcrowded. That’s the plan.
They also do not want to add any costs. Adding a new ride means more staff costs. Better to put some new paint and a cheap IP on an old ride and pretend it’s new. Tourists are dumb enough to pay premium LL money for those.
Tom Sawyer Island and the Rivers of America never closed and will always exist in WDW. There will be no Cars and Pixar is going away from the parks due to Disney being broken up as a monopoly and losing Pixar Animation Studios.

I keep saying why is Disney replacing beloved attractions when they can build out. They have plenty of land. It is not Disneyland.
