That is the case at one Disney resort, where everyone riding the free hotel-to-park buses must abide by new rules.

New Seat Belt Rules Now in Effect on Disney Buses
Guests staying at Hong Kong Disneyland Resort will now be required to wear seat belts on certain resort transportation options, effective immediately. The update aligns with new citywide regulations that expand mandatory seat belt use across multiple forms of shared transport.

As of January 25, all route buses, highway buses, and shuttle buses in Hong Kong must require passengers to wear seat belts when they are installed. This includes shuttle buses operated by directly managed hotels, which covers Disney-owned transportation serving Hong Kong Disneyland Resort hotels.

Guests who fail to wear a seat belt where provided may face fines or other penalties under local law. The requirement also applies to taxis, ride-hailing services such as Uber, and minibuses, making it a comprehensive transport-wide change rather than a Disney-specific policy.
At Hong Kong Disneyland Resort, Disney hotel guests can use complimentary shuttle buses connecting Hong Kong Disneyland Hotel, Disney Explorers Lodge, and Disneyās Hollywood Hotel with the Disneyland Resort Public Transport Interchange (PTI).

Buses operate from 6:00 AM to 1:00 AM with departures every 10 to 20 minutes, and travel time is typically five to seven minutes. Overnight service may be arranged through hotel front desks, and the park entrance is a short walk from the PTI.
Hong Kong Disneyland is home to areas such as Main Street, U.S.A., Fantasyland, Tomorrowland, Adventureland, and World of Frozen (arguably Disney’s best land to date), alongside signature experiences like Mystic Manor and Big Grizzly Mountain Runaway Mine Cars.
Disney has not announced any operational changes beyond compliance. Guests using resort shuttles should expect signage and cast member reminders, particularly for airport transfers and hotel-to-park routes where seat belts are already fitted.
