A 36-year-old man was recently arrested and granted bail amid accusations that he secretly filmed the “private parts” of other guests at a Disney park.
The defendant, named by The Witness HK as Leung Man-hei, worked as a clerk and was charged with one count of unlawfully photographing or observing “private parts.” The alleged incident occurred on June 14, 2025, inside Hong Kong Disneyland ā Disney’s smallest theme park resort, located on Lantau Island and home to the likes of World of Frozen, Stark Expo, and the unique Castle of Magical Dreams.

According to the amended charge, Leung reportedly filmed the private parts of an unidentified guest in a way that would not have been visible otherwise, suggesting the act required deliberate positioning or concealment. Prosecutors allege the filming was done for sexual purposes or with dishonest intent, and without regard for whether the victim consented.
The case was presented at the West Kowloon Magistratesā Courts on Wednesday. The defense stated they had only just received the revised case file and requested additional time to review the material and communicate with the prosecution. The request was granted.
Magistrate Yu Chun-cheung adjourned the case to December 4. Leung was granted conditional bail set at HK$1,000 (approximately USD $129). No plea has been entered at this stage.

Not the First Incident of Voyeurism Linked to Disney Locations
While Disney parks are widely regarded as safe and family-oriented destinations, privacy violations of this nature have occurred in multiple cases over recent years.
In 2023, Justin Culmo was arrested after more than 10 years of being tracked by international child exploitation investigators. He allegedly used a GoPro at Walt Disney World to collect images of guests and later fed them into the AI software Stable Diffusion to generate illegal images of minors. Culmo was sentenced to 75 years in federal prison in May 2025.

Another case in October 2023 involved a 22-year-old man, Clayton Snider, who was arrested after filming in a bathroom at Disneyās Grand Floridian Resort & Spa. A guest alleged that Snider leaned over the top of a restroom stall and took a video of a 19-year-old with their pants down. Snider denied the accusations but refused to show his phone when confronted. Security and law enforcement intervened shortly afterward.
Also in 2023, a Disney Cast Member, 26-year-old Jorge Diaz Vega, was arrested after investigators learned he had been secretly recording guests ā including up their skirts ā at Dok-Ondarās Den of Antiquities inside Star Wars: Galaxyās Edge. He reportedly filmed guests as they browsed, using his phone to capture footage without their knowledge.
Diaz Vega admitted that he had been recording guests for six years and had collected over 500 videos. Disney immediately terminated his employment after the discovery. He was arrested on March 31 and bonded out of jail on April 2.

However, that arrest did not put an end to the issue. Diaz Vega was later arrested again on another video voyeurism charge, indicating that the behavior continued even after he lost his job at Disney and faced criminal action.
More information on the Hong Kong case is expected to surface after the December hearing.
