Earlier this year, Disney teased a transformative reimagining of Magic Kingdom, including the controversial replacement of Rivers of America and Tom Sawyer Island with a Cars-themed land.
This expansion, paired with a planned Pirates of the Caribbean tavern set to open in 2025, promised to be a thrilling update to the park. However, behind the scenes, the project is facing hurdles that could impact its timeline and feasibility.
Permit Delays Raise Questions
In August 2024, Disney filed a permit with the South Florida Water Management District (SWFWMD) for a project titled “407 Basin Stormwater Modifications.” The purpose? To construct a stormwater management facility for the area east of Magic Kingdom.
The permit highlighted “7.3 acres of surface water impacts to Rivers of America,” which confirmed the environmental changes required for the Cars-themed expansion.
But the process has been anything but smooth. In September, SWFWMD requested additional information, citing gaps in Disney’s submission. By early December, Disney was warned they had just 10 days to respond before the permit would face denial.
In a scramble to avoid jeopardizing the project, Disney and the Central Florida Tourism Oversight District (CFTOD) sought and were granted a 60-day extension. The new deadline now looms on January 9th, 2025.
A Waiting Game for Progress
This delay underscores the complexities of major park expansions and the crucial role of regulatory approval. Without the green light for this stormwater management facility, Disney cannot proceed with demolition or construction on the proposed Cars land. And that’s just one piece of the puzzle—additional permits will be needed for the actual work to reshape Magic Kingdom’s landscape.
