How about this, require a ticket for everybody that goes in. Maybe a discount for children under 10 but if you’re bringing a two month old or a one year-old or even a two-year-old and what’s the point? No one in that family is going to have a fun time, not the infant, not the parents, not any of the older children, get a babysitter and leave the infant at home and bring them when they’re old enough to remember what they’re doing. That would solve this problem and also the problem of yelling and screaming children who are forced against their will to be out in the hot sun for 18 hours because the parks open that long
Sadly, parents that do this are teaching their kids that it’s ok to cheat. If the kids are caught cheating or breaking the law in the future, the parents should consider themselves responsible.

If airlines require proof of age for children under 2 to fly for free then why shouldn’t Theme parks require it.
