Yes, happened to us at Riveria when we went to dinner at their restaurant. We had to go to the Orange lot at Disney Springs and take an uber or bus to get there. Was a total pain, but was one of the best quick service places we ate at.

This is not new. Been around for years because people were parking to avoid the parking fees at the parks. You have to have a resort or dining reservation to park on site. Quick serve food doesn’t count since it doesn’t require a reservation. We’re DVC members and we can’t even visit a DVC resort without some sort of reservation.

We were staying at the Fort Wilderness campground and we’re almost not allowed in Art of Animation several years ago. They said it was always the policy. This was before the skyliner.

This has been the policy for a while and although they used to be more lenient and would sometimes allow you to park for shopping/quick service dining, those bad apples made things stricter by trying to park at various hotels, using the shopping/eating excuse to get to the parks and not pay parking lot fees. Also, imagine going to a park and returning to your Disney hotel via car (many people do drive to and from parks and don’t use bus transportation) and there are no spots available because people not staying at that hotel are parked there shopping, exploring and eating. I know some lots are larger than others and could accommodate visitors, but some lots are very small in comparison.
