The emptiest I ever saw Disney World was when I went 2 weeks after the 9/11 attack. I went to celebrate my birthday. I enjoyed the ability to not wait in lines but felt guilty too.
I can def say that we were NOT offered a refund for our purchase during the strike on 6/19 and we’re only offered to exchange for another date. Additionally, we were notified of the 6/19 strike only 4 days before our visit which is within the 7-3 day visit prior window which does not allow refunds. Also there are no park tickets transfers to other park locations.
