If you really want to stop ‘grooming’ you’d go after the biggest offenders–Churches. I haven’t seen any legislation to stop church leaders (or members) grooming and actually attacking children. A quick google search is all that’s needed to confirm where far and away the biggest offenders are (not schools or Disney).
