This is horrible behavior by the adults. We have twice come in contact with a lost child at Disney World, which can easily happen. Both of them were very scared, we took one right to a cast member. The second when we were about to do the same, the parent (mother) came up and began screaming at the child and blaming him for getting lost!
We have 13 grandchildren and travel to many theme parks, including Disney World. We are always very careful never to let them out of reach. We would both be a nervous wreck if they were.
I was a Marine reporting to a base in California. I visited Disney Land and was in line for a ride, when it was ready for other riders, a couple turned around ask if I would hold their baby. Before I answered I was holding the baby and the couple was gone. They returned claimed their baby and thanked me. It was a different world in 1965!!

The cast members should have called child protective services and refused to give the kids back to the parents until CPS arrived on scene.
