That’s not a rental wheelchair it’s a courtesy one meant to be used to get handicap or disabled guests from the parking lots to the wheelchair / scooter rentals. Theses are free to use and usually at the end of the day are scattered all over the parking lots because no one returns them to the return areas.
How dare you suggest they stole this wheeled conveyance? Perhaps they “borrowed” for an extended time and plan to return next time they visit The Mouse House. Just do not go jumping to conclusions cause you assume.

All those types of wheelchairs end up all over the place. Because they are free, people don’t have respect for stuff.
