“Labor shortages” is code for the failure of management to create working conditions and a pay scale good enough to attract quality applicants.
Also, I’m not convinced that Disney is making an effort at all to fill empty positions. Even before the pandemic, the level of understaffing at WDW was obvious. If they can continue to keep the gates open with a skeleton crew, they’re going to do it no matter how much it negatively impacts guests’ experience.
