Not in Japan or isn’t with their strict rules about etiquette. This behavior is basically non existent over there since people usually just follow the rules and stay in their own lanes.
Having lived in Japan I understand the outrage. It is not considered polite to do things like this and the Tokyo Disneyland should ban this person from there for life. Japan does not need to be a rude crude place like America now is.
Anyone who defies the rules should be banned. It’s the only way to get people to think outside their personal world of one. Maybe people will think twice if they believe consequences are real. Send line cutters to the end of the line, enforce it! Right now, it’s like a “I dare you to catch me and punish me.” No one believes they will be banned or penalized.

What’s more, these people want to attack him and go out of their way to seek punishment for him! There are so many bad things going on in the world, and these people can find the time to get mad over some dude doing a funny pose in the fountain. You can’t make this up!

Who knows what chemicals are in the water to keep it clear. Kid gets sick time to sue. Kid slips on wet surface grabs fountain and breaks something. Or hits head on concrete fountain time to sue.
Kids used to climb trees and did more dangeorus stunts then THAT fountain incident all the time 90s and earlier AND many have gotten injured but did most people sued? Hell no they just knew that kids were being rambunctious, and many knew how far they could go.
Society didn’t react to suing for every little thing. Suing was a really big deal back then for most extreme cases.
I can guarantee if you went around your local neighborhood and asked if any ever did a dangerous stunt or maneuver once in their lives I can guarantee many did rough housing that would be appalling today.
