Most people wash their hands multiple times a day. I have never seen people rubbing their hands on the ground and then rubbing them on places where people might sit.

Why should I care that someone else puts their bare feet on the dirty floor or on a seat cushion that has held many a sweaty arse? It gets hot and humid at times in those parks. The barefooter gets to take home all the heebie-jeebies. My ass at least has some clothes to protect the exit shoot. Maybe they’ll wash those dogs in one of the park fountains.
Escort them off the property, ban them or put them on probation, like a two year probation not slowing them back. They are breaking rules . Simple as that. It will stop .
