I don’t see the issue. It’s a what if. So why would they have Sam Wilson as captain America in a what if if he’s already been captain America in the comics and now tv show?
I love the What If series. Watched all of them in one night or maybe two more than once. I think the series let’s not only the Watcher kinda controls what’s going on but it lets your imagination go even beyond what the comic book have. It also lets you wonder about the multiverse. How many different versions are able to be made. What wild versions can the writers come up with. It also lets us go between the all of the movies, Saturday morning animated series, and comic books to find other episodes and clip long forgotten. The multiverse has been built up to be infinite and diverse. The series also introduces new fans to the comic books that have never read or seen the heroes/heroines in print. I could write more but my mind is blown just thinking and what if…..
