Clearly, Disney does not intend to limit park capacity. The more park guests, the greater the park revenue. Many of the park photos show crowds shoulder to shoulder. Also, the park pass program is a cover with no other intent than to encourage park guests to remain in the selected park. Why people continue to crowd into the Disney Parks just shows that park guests love to stand in lines.
