Was the roofer licensed and insured? That is the first thing you would think they would have checked.
If so, it is not up to the homeowner to make sure proper safety gear is used – That is on the roofer to do! Even if he wasn’t insured it is still not on the homeowner to know what safety gear is needed and if the roofer did not feel safe then it is up to him to say no.
How can you force someone to go up on your house to work if they don’t want to?
And finally… Was this a permitted job that the city or county inspector approved work on…And does the city require certain safety gear?
This whole thing is strange.

Yeah, I agree. Kinda sounds like someone is trying to make a quick buck off a family members death.
