    That isn’t odd at all. It was a safety thing. You’re expected to swim in fins (bound ankles) and in any situation you have to be able to get surface side without your hands (lifeguards do it too). And the most expected mermaid swimming position is arms stretched in front, not being used to propel. How do I know this? Because I can in fact swim like that. For the purpose of swimming like a mermaid. As for hair, it was all the rage to wear wigs then and a wig could fall off during swimming thereby ruining the illusion of real mermaids.
