The parking you see at Typhoon Lagoon is overflow from the Flamingo Crossings Village, the dorms used by all current WDW College Program members. They ran out of parking at the apartments, so overflow is there, with shuttle buses for FCV.

Absolutely not by September 3rd, unfortunately. They are still working on the landslide, and the cracked slides, amongst other things…
Maybe for the big 50th anniversary on Oct 1st? It would be a bit embarrassing for them to still be shut down by then. (A total of 22 months…!)
