This is not the question people should be asking…. Goofy is an anthropomorphic dog just like Mickey is an anthropomorphic mouse. Case closed.
A topic for discussion could be better suited for Pete, his is in fact a cat but looks more like a wolf. I can see the confusion there, but with Goofy, no. Look at how Disney draws his face in relation to Pluto. It is so similar that in the parks people get them confused ALL THE TIME.
