Long long ago, I read it was a common outfit wore by smugglers from the Corellian Corps. That’s why it looks slightly different from Han’s, which btw it’s not clear how clothing is acquired in Star Wars universe anyway.
Better question would be : why on earth was Lando in “Rise of Skywalker” wearing the same clothes as he would have been wearing at least 50 years earlier in “Solo”, and not his Cloud City get up from The Empire Strikes Back? Bit weird. And stinky.
I would guess the answer is “cos look, this is Disney Star Wars now, and any weird crap we make up no matter how little coherent sense it makes is cannon, got that, toxic man baby…?” ?
