I firmly believe Disneyland should have been allowed to reopen a few months ago. Disney has shown, at least at WDW how well they are running things and make adjustments as needed.
The other point to that is during this same time our indoor malls reopened so why not the theme parks? And at least as of today, Dec. 2 despite OC going back to “purple” tier (the lowest) our nearby large indoor mall in Mission Viejo is still open.
Again what’s the difference? Going into Target or Home Depot (which never closed at all), grocery stores, Walgreens… on and on. They never closed! And yes they are essential, but still you are indoors.
Malls are huge, lot’s of space to keep apart, well ventilated, high ceilings. So again, why not Disneyland? Maybe not open every single indoor ride or smaller shop, but for the most part I think it would be fine.
