This isn’t unique to COVID-19, nor is Disney Cruise Line offering it because of current conditions.
They always have offered upgrades on embarkation day if they are available.
The only thing that is different is the ship is not sailing at capacity, so more upgrades are available.
How about a discount on the cruise you already risking your life and the most they can do is a upgrade Disney is so cheap but charge so much money to book your trip
