Do annual passes/regular tickets work to get in or does it require special event tickets?

When and where did disney release information about rare characters in wdw for the 24 hour event. I haven’t heard anything official yet.
I really hope Don Karnage will be there. I think he was only a rare character for DisneyLand only.
