Disney tries to run the event as scheduled. They have strict rules about the allowable wind speed, areas like around Small World that have to be cleared under specific conditions and other safety related operating parameters. They will delay a show when the wind is right at the threshold speed and can sub in the projection only show if it is too windy. I have experienced these scenarios over the years. Most of the limitations are for crowd and fire safety. Many rules exist because of previous mishaps like fires and guest injuries.
