In March of 2022 we stayed at Art of Animation. We could not find a Simba stuffed animal anywhere, so I ordered one off of Amazon. I went to pick it up at the front desk, and they said I couldn’t have my package until I paid the $6 fee, so it is not just if you get it delivered to your room. I was unaware of this fee until I experienced it picking up my item from the front desk.
Yes I also had to pay a per envelope/box fee when I picked them up at front desk and I have had this occur at 3 different Disney resort hotels. Also watch that some places (target, Amazon) will not adhere to the ship all items together option and so more than one parcel may be sent which each parcel has the fee.

You get the fee no matter what if it leaves the Business Center. So if it is brought to the Front Desk you get that charge.
