Tim- You obviously have no idea what you are talking about when it comes to drones and general FAA TFR restrictions. Disney nor the State of Florida control or regulate airspace period, that is the job of the FAA. The FAA has a ‘permant’ TFR (temporary flight restriction) in place.
The NOTAM on the TFR states zero airspace use to 3000 feet from AGL in an area from Latitude: 28º24’45″N, Longitude: 81º34’20″W)
Radius:3 nautical miles. Anyone can apply to get an Air authorization to fly in that space upon approval. The only one that will get it is Disney or a sub contractor they hire that the FAA approves. Thus the drone show at Disney Springs last year. Seeing lower a/c down near DHS and World Showcase and points south is because they are out of the listed TFR but drones are still prohibited.
The biggest issue in the drone industry for those that fly under FAA Part 107 are people like that guy and the one a few months back at Epcot that don’t follow rules. If the had and done the FAA required UAS TRUST test they would know the rules. Its like buying a car and ignoring the need to have a license or insurance to operate it. The guy is looking at hefty fines for the breach as well as flying over people to name a few.
Side note there has been an air crash on Disney property that also caused TFRs to be put in. EPCOT parking lot Nov 21,1984.
