Never. The Rivers of America will never be removed in any US park and Disneyland’s Rivers will be restored to its original length after Galaxy’s Edge is removed following the break up of Disney. Plus Fantasmic isn’t going anywhere and will be restored to its original 1992 version soon. Bringing Peter Pan back was the first step.

Interesting idea, but you need to look closer at what is going on and where it is actually happening. You gave two examples that are NOT in Disneyland. They are in California Adventure. DCA has many problems and lots of “loser” attractions. They have tried to reinvent and reimagine many of the areas. Cars Land is the lone success. There still is lots of room there to reimagine areas without touching the original park rides.
Disneyland also has Yesterday Land that needs a complete makeover to bring it back to being Tomorrowland again. Again, there is no need to reinvent other original areas to do that.
There is a complete group of park goers who will revolt and stop going to the parks if TSI and ROA were to be taken away. And what would you replace it with that isn’t already available at DL or DCA?
