Maybe Disney can have the cast members who stay at the stroller area give out a numbered ticket. So in order to get your stroller back, you hand in your ticket to the cast member. And the ticket should be placed on your stroller when you park it, and then matched up when you get it.
It would be nice if you could have your purchases sent to your Disney hotel like they used to do. Then they wouldn’t be stealing them from your strollers or scooters.

Disney makes enough money to hire plain clothes security officers and post security cameras everywhere to help keep people safe if they cared enough.
