“being considered” is a double-edged sword in Japanese language because essentially it doesn’t mean anything other than to tell the person “I hear you”. Basically, a politically correct terminology.
OLC didn’t rule out one way or the other with that comment, which they have made that comment multiple times in the recent past.
From the looks of it, the company doesn’t look it will really do it because they really want everyone to spend at least JPY 17,000 per each park visit as part of their revenue model, and having a certain segment of population who just show up in the park for a few minutes to wait for a park parade and leave without paying for any other services is not something they want. But I guess they don’t want to piss off people by saying the year passport is a thing of the past so they keep on saying “kentoo” (considering).
Maybe in the future when they decide on multi-day passes, such as the summer two-day ticket for this summer, they may officially note that the annual passport had long gone in their quarterly earning statement- as they had done so very quietly with the Fast Pass terminals that had been inactive for 3-4 years before it became official.
Disneyland and WDW in the USA featuring the annual pass, guarantees the parks will be full almost everyday from the local communities. But this creates a massive crowd issue for those traveling and staying at the parks. Maybe a system of reduced ticket price for the local folks who are within a 50 mile radius of the parks would be a logical approach? Say the annual pass is around $600 and if the local people were charged $75 or even $100 for entrance, that gives them about 6 to 8 trips to the park each year, and a reduced price for Children under 12, maybe $25, since they are not buying food, or spending money on shopping.
This would give them a break and even if they love going to the parks, then maybe another tier of pricing that gives them 20 entrance tickets, but an annual pass giving locals almost every day to go and travelers to Disney parks pay up to $200 a day, well they do not except the parks to be so over crowded, and that would eliminate this issue. Also just do the fast pass and stop reinventing other charges. Stop food and water into the parks, and lower costs of the food items, more folks will buy food there.
