I am a former Universal TM and worked attractions at Universal Studios Florida. There are cameras that are focused on the Guests and monitored continuously while the ride is running. If the TM monitoring notices something that could compromise safety, they have the ability to stop the attraction. If another TM notices something that could compromise safety, they notify the monitor, who then can look closely to see if they agree on a safety issue, and stop the attraction if necessary. When an attraction is stopped in this manner, it basically needs to reset in order to resume operation. This can take several minutes and an attraction such as Stardust with multiple ride vehicles means that everything basically has to return to a starting position-almost like when the attraction is started up first thing in the morning. Universal takes Guest safety very seriously (especially considering a litigation-happy society) and TMs can be and have been disciplined and even terminated for not following established safety protocols for the attraction they are working.
