Masks, social distancing, cough etiquette, and hand hygiene have all been shown for a hundred years to reduce the spread of viral illnesses. Reduce does not mean prevent in its entirety. The issue is the public perception does not align with basic English.

That is not very nice. I seem to recall that the CDC recommending something caused the Dems to try and force everyone into getting an experimental vaccine. Lot of individuals lost their job. The CDC and the Dems recommending something is far from following science or even common sense.
