I don’t think they always had restraints. My daughter got some air time. She was a toddler riding it with my husband.
Originally ToT had a lap bar for every seat except for the back row middle seat (which had a seatbelt). “Airtime” was standard.
I think it’s sad that this person’s desire for more “air time” probably affected hundreds of people who wanted to experience the ride while abiding by the rules, wearing the seatbelt as expected!
