BB according to security friends i know said construction was to give them better security like at the rest of the parks… this is not 100% i do know they said BB is 1st and will be AP only at first to keep capacity down! They will stick to normal capacity know that is bc it fills up normally by 10/11pm.
It is not BB is the largest and most popular and wdw planned to close lagoon a long time ago this might be its nail! Happy to see BB its the largest so it makes sense! Its also the easiest to access w WC!

Bummer, as Typhoon is the better water park overall… (and, more space for people to spread out & social distance)
