What the new agreement basically comes down to is the extension of the original deadline signed by The Walt Disney Company and the French State from 2017 to 2030; giving the park an additional 13 years to open the proposed third park. It does not confirm nor deny the third park.
Furthermore it expands the Disney-owned land further outwards towards the south to house the Pierre et Vacances Center Parcs accomodation, which is basically a vacation resort much like the Disney Vacation Club without the timeshare-option. This land expansion is not for the third park; room for this park has already been kept undeveloped closer to the theme parks.
And it also finalises an agreement between the local governments and The Walt Disney Company to enhance the infrastructure to accomodate the growing guest numbers by adding a new connection to the A4 motorway and extending another RER line (besides the existing RER A) to connect with the resort.
I just wanted to clarify the rumor that EuroDisney is indeed building its third park following this announcement as some sites have picked up – this is not true. This agreement just gives them some more room to breathe, some extra time to get things in order, before actually starting development and construction on the third park instead of the quickly approaching 2017 deadline set in the old agreement. They were looking for such an agreement for a long time as even the current management doesn’t want to repeat the mistakes of the past (as in: under pressure of the signed contract having to build and open a park for which you actually don’t have the necessary funding… a.k.a. Walt Disney Studios. This park was actually suppose to open in 1995, but due to the financial setback in the nineties they postponed it until the ultimate deadline set in the official agreement forced them to open a second park by 2002)
However, in some way, you CAN look at this agreement as an official statement from EuroDisney that a third park is and has indeed been in the planning stages for some time now.
By the way, an extra fun fact: a couple of years ago the resort was actually in heavy talks with the FIA, the world motorsports association, to use the plot of land reserved for the third park to build a Formula 1 race track!
